In this post I will attempt to construe some of the basic steps in our preparation for responding to the Gulf oil spill disaster. This should explain why you may not get an immediate herald to action from us. We expect to need every person that can do the job and many will get calls from us when the situation is ready.
The section 1: Will explain some of what goes on in the initial stages of preparation for a disaster response.
The section 2: Will give you just a little background on Risk Management Disaster Service Environmental Inc.
The section 3: Will explain the basic steps of hiring personnel and deploying resources.
Thank you in advance for your willing spirit to participate in this important work. I hope we all get a chance to use our talent and skills to lessen the impact of what I believe to be truly, the most catastrophic blow to our environment we’ve ever seen. Section 1
Before working as part of a disaster response, there some key things you need to know to understand why there are certain delays. First of all, there is mostly misinformation circulating around. This is true of virtually every disaster. When there is a call to action, many times that call to action did not have the proper preparation or come through the appropriate channel. The result is that people packed their bag’s, mobilize to a location expecting to work, just to find themselves waiting around with nothing to do. Why? Because the person or company asked them to go to work without first acquiring all the proper clearances or they are not in compliance with the laws that govern the incident.
They also likely did not secure the commitments for funding from the responsible parties enabling them to continue the project to completion. They simply responded to a phone call with out any real work agreement. For example, in this case the ultimate funding could be British Petroleum, a governmental agency or a local County. A general contractor may have lines of credit to fund the interim payments to workers, but with a payroll that could reach over $5 million a week or over $20 million per month, you can see the necessity for a firm to have agreements between all of the financially responsible parties to insure the continuous stream of funds. This can’t be done on a handshake as some things can. There are a lot of individuals that will represent themselves as a fully staffed contractor, experienced in managing the logistics and securing real contracts, providing real jobs. When in actuality they are a broker who simply knows someone who’s working on a project. They find out that the great opportunity to secure a large contract was fact a “daisy chain” of commitments to each other. Therefore you should see the need to proceed with agreements in hand before you move into action. How does Risk Management Disaster Service Environmental Inc., handle things?
Before you will be asked to work anywhere, you will receive a written work assignment that will spell out the following.
- How much you will be paid?
- What day and time your check will be ready for pick up.
- Where to get it or who will give it to you, in the case of very remote assignments.
- There will be instructions telling you where to report, and who to report to.
- You will have the opportunity at some point to ask what task you will be asked to perform.

What about Risk Management Disaster Service Environmental Inc.?
Well, our company was formed and has been in the disaster business since 1996. My name is William Lombardo I am president of Risk Management Disaster Service Environmental Inc. My father started us in the vegetation debris management industry in 1961. The first major hurricane that I worked with him was hurricane Frederic in 1979. It struck Mobile Alabama. Since then I’ve responded to more hurricanes and tornadoes disasters and I actually can remember at this time. This experience will prove invaluable as we approach hurricane season. The largest disaster I was a part of was, of course, Hurricane Katrina. I was responsible for approximately 400 sq. miles of Louisiana coastal area, starting at Texas State line. A small part of area that we cleaned up was photographed and used in the centerfold of National Geographic August 2006 issue. This was near the geographic center of the area we served. The areas were comprised of Cameron Parish, Vermillion Parish, and Lafayette Parish. This enormous region area was divided between approximately 3 and or so major contractors. And we were one of them. There were coordinated, people and machines. This time we have added oil boom supplies as part of our response.
Here the following roles, we will be managing.
- Contract procurement. This basically is the verification process and legal procurement of a contract ensuring there is a specific task order outlining the specification and requirements of the work to be performed as well as the pay rates for the services will render.
- Funding. Exactly what it sounds like. This is where we make sure that if you work turn in the appropriate paperwork at the end of each workday that you will get paid.
- Logistics. This primarily deals with the flow and dispatch of workers and equipment. Making sure that the utilization of all resources is efficient and effective.
- Subcontractor management. This has to do with project oversight, ensuring that the work is performed by qualified subcontractors and the standards our client set before us is met. And if for any reason the work performance does not meet the proper standards. That is our job to make sure that we put the right personnel in place to correct the situation.
- Strategic planning and creative problem-solving.
Section 3
Getting hired and the process of deployment.
First, we receive your information in our computer system when you filled out our application. Second, we look at your current training and experience. Third we decide, if you will work on a team as an individual worker or if you’re capable of managing a small group of people or large group. If you are a larger subcontractor you are evaluated in a similar way as it relates to a subcontractor. This enables us to know what function within the project you will fulfill and what we feel we can delegate to you. If you are an individual worker, we assess where your particular labor can be used or if you should be partnered up with a larger subcontractor. All of this information is then put into the hands of the few local government agencies, major prime contracting firms, cities and counties and of course responsible companies like BP.
Once you sign up, you should not expect us to be able to call you immediately with a place for you to go work. Once all personnel and resources are logically organized and the financially responsible party is contracted to ensure payment for your / our collective services, then you will be given direction.

I have twenty plus years in the construction business. My history is extensive with positions held with Brown and Root, BE&K etc, projects include paper mills, nuclear power plants both from the ground up and shut downs. My main craft is Civil, I have held the positon of Foreman Supervisor and have ran crews between twenty and thirty men. I have also ran Labor crews, held positions in mill wright craft. Although I have never performed on disaster response jobs, I am a highly motivated individual with quick to learn properties.

I’m not sure which crisis is worse. Is it the oil spill itself, or the promise of jobs for qualified and willilng people,some of which have put their hopes into something that is so far not happening. Has anyone been put to work here? If not,shame on you! If so..let’s see it.

Has no one come to the understanding that this contractor was likely not hired? The scam didn’t work. No matter how many exist (or not) in the “workforce”, it seems that none have paying jobs as promised by this company. I hope BP saw through the smokescreen.
