In this post I will attempt to construe some of the basic steps in our preparation for responding to the Gulf oil spill disaster. This should explain why you may not get an immediate herald to action from us. We expect to need every person that can do the job and many will get calls from us when the situation is ready.
The section 1: Will explain some of what goes on in the initial stages of preparation for a disaster response.
The section 2: Will give you just a little background on Risk Management Disaster Service Environmental Inc.
The section 3: Will explain the basic steps of hiring personnel and deploying resources.
Thank you in advance for your willing spirit to participate in this important work. I hope we all get a chance to use our talent and skills to lessen the impact of what I believe to be truly, the most catastrophic blow to our environment we’ve ever seen. If you’re wondering just how bad this could get refer to my post entitled,”Disastrous things to consider.” Feel free to skip to any section you prefer to read first.
Section 1
Before working as part of a disaster response, there some key things you need to know to understand why there are certain delays. First of all, there is mostly misinformation circulating around. This is true of virtually every disaster. When there is a call to action, many times that call to action did not have the proper preparation or come through the appropriate channel. The result is that people packed their bag’s, mobilize to a location expecting to work, just to find themselves waiting around with nothing to do. Why? Because the person or company asked them to go to work without first acquiring all the proper clearances or they are not in compliance with the laws that govern the incident.
They also likely did not secure the commitments for funding from the responsible parties enabling them to continue the project to completion. They simply responded to a phone call with out any real work agreement. For example, in this case the ultimate funding could be British Petroleum, a governmental agency or a local County. A general contractor may have lines of credit to fund the interim payments to workers, but with a payroll that could reach over $5 million a week or over $20 million per month, you can see the necessity for a firm to have agreements between all of the financially responsible parties to insure the continuous stream of funds. This can’t be done on a handshake as some things can. There are a lot of individuals that will represent themselves as a fully staffed contractor, experienced in managing the logistics and securing real contracts, providing real jobs. When in actuality they are a broker who simply knows someone who’s working on a project. They find out that the great opportunity to secure a large contract was fact a “daisy chain” of commitments to each other. Therefore you should see the need to proceed with agreements in hand before you move into action. How does Risk Management Disaster Service Environmental Inc., handle things?
Before you will be asked to work anywhere, you will receive a written work assignment that will spell out the following.
- How much you will be paid?
- What day and time your check will be ready for pick up.
- Where to get it or who will give it to you, in the case of very remote assignments.
- There will be instructions telling you where to report, and who to report to.
- You will have the opportunity at some point to ask what task you will be asked to perform.
Section 2
What about Risk Management Disaster Service Environmental Inc.?
Well, our company was formed and has been in the disaster business since 1996. My name is William Lombardo I am president of Risk Management Disaster Service Environmental Inc. My father started us in the vegetation debris management industry in 1961. The first major hurricane that I worked with him was hurricane Frederic in 1979. It struck Mobile Alabama. Since then I’ve responded to more hurricanes and tornadoes disasters and I actually can remember at this time. This experience will prove invaluable as we approach hurricane season. The largest disaster I was a part of was, of course, Hurricane Katrina. I was responsible for approximately 400 sq. miles of Louisiana coastal area, starting at Texas State line. A small part of area that we cleaned up was photographed and used in the centerfold of National Geographic August 2006 issue. This was near the geographic center of the area we served. The areas were comprised of Cameron Parish, Vermillion Parish, and Lafayette Parish. This enormous region area was divided between approximately 3 and or so major contractors. And we were one of them. There were coordinated, people and machines. This time we have added oil boom supplies as part of our response.
Here the following roles, we will be managing.
- Contract procurement. This basically is the verification process and legal procurement of a contract ensuring there is a specific task order outlining the specification and requirements of the work to be performed as well as the pay rates for the services will render.
- Funding. Exactly what it sounds like. This is where we make sure that if you work turn in the appropriate paperwork at the end of each workday that you will get paid.
- Logistics. This primarily deals with the flow and dispatch of workers and equipment. Making sure that the utilization of all resources is efficient and effective.
- Subcontractor management. This has to do with project oversight, ensuring that the work is performed by qualified subcontractors and the standards our client set before us is met. And if for any reason the work performance does not meet the proper standards. That is our job to make sure that we put the right personnel in place to correct the situation.
- Strategic planning and creative problem-solving.
Section 3
Getting hired and the process of deployment.
First, we receive your information in our computer system when you filled out our application. Second, we look at your current training and experience. Third we decide, if you will work on a team as an individual worker or if you’re capable of managing a small group of people or large group. If you are a larger subcontractor you are evaluated in a similar way as it relates to a subcontractor. This enables us to know what function within the project you will fulfill and what we feel we can delegate to you. If you are an individual worker, we assess where your particular labor can be used or if you should be partnered up with a larger subcontractor. All of this information is then put into the hands of the few local government agencies, major prime contracting firms, cities and counties and of course responsible companies like BP.
Once you sign up, you should not expect us to be able to call you immediately with a place for you to go work. Once all personnel and resources are logically organized and the financially responsible party is contracted to ensure payment for your / our collective services, then you will be given direction.

Maintenance Mgr./Superintendant/HVAC Univer. Certified
Christopher J. Ferrone
Home Address:
Was most recently employed with WarcompInc on an overseas project as a Mechanical Superintendant on a site southeast of Kabul (unable to disclose exacts) in the preliminary stages/pre-construction plan proofing and trades, materials, and crews takeoffs.
I have been back in the states for about a month and am currently performing an active job search while awaiting word on the progression of my security clearance processing.
Began my maintenance/construction career in the multi-dwelling maintenance industry as technician performing hands on repairs of electrical, plumbing, appliances, structural and HVAC/Refrigeration. Was fortunate during these times as owners/companies were required to school, train and in some cases provide the opportunity for their employees to obtain certain certifications in the areas of professional trades work which we were often performing on sites. This was due to increasing pressures by local trades and building associations who were quite frankly upset over the fact that non-licensed/non-certified workers were performing tasks that were usually reserved for their industries. I quickly advanced to a position of Maintenance mgr/supervisor that I held on to for about 10 years.
Began moonlighting on nights and weekends performing work in the areas of service , repairs, installations and renovations to residential and commercial bldgs in order to support my ever increasing family. (I’ve been married 20 years and have 6 children) Through word of mouth , my part time work load increased and I was convinced by several investors that I had been performing full scale rehabs and renovations for, to go into business for myself. I maintained my business for about 5 years until once again, trades organizations in my area began complaining about the rehab market by local investors who were using non-licensed contractors to perform their rehabs, (people like myself were doing the same work, same quality for a fraction of trades pricing) and local city/county officials were enticed to enforce regulations and laws which put a lot of us out of business.
I was in the process of returning to the maintenance industry when a friend introduced me to a reputable contractor who was in the market for an experienced multi-dwelling rehab superintendant. I was offered the position and accepted my first construction project, it being a $22 + million rehab of an upscale apartment community in Jax., Fla. This lead to hi-end home construction and then on into commercial ground up and build outs.
I am very experienced in the managing and maintaining of multiple trades, crews, and sites in the construction and maintenance industries. I have several certifications and schooling certificates in these areas of expertise. As I mentioned in the beginning of my cover letter, I was recently working overseas here in Afghanistan and have in the near past also worked in Iraq as a labor foreman for KBR, so overseas and hazardous area duties are no stranger to me.
Superintendant of multiple phase const, co.., Managed in-house
employees and on site trades to assure adherence to contract, plans, budget and city
codes .,
I managed and
maintained crews in the Carolinas’ , Georgia, and Florida areas. Our work ranged from custom home
framing. roofing, dry walling, trim outs and painting. to older home demos, structural repairs, subfloor
repairs, additions and renovations.
Worked for top companies in the apt. mgmt/ownership industry like, Vestcor, Equity Residential
Properties, Lincoln Property Mgmt, and Financial Realty Inc., and Aimco properties.I
was very fortunate in this career move due to developing local and state policies concerning the hands
on work of non licensed personnel in my trade. OwnerslMgmt. were required to school. train and
certify employee techs, and their supervisors. I received my HVAC & Refrig. EPA cert, my Nat.l Pool
and Recreational water operators lisc., as well as my county craftsmans license
Certificates = Florida Community College of Jacksonville, Refrigeration Service Engineers Society; EPA
Certification in HVAC and Refrig. #039501093

I’ve been in the construction business for 30+ years. In management and under management. This is a terrible catastrophe that needs an enormous amount of helping hands to resolve. I’m more than willing to offer my services in any capacity in which I could be used for.
Thanks so much for your prompt response to my application Mr Lombardo/RMDS!
I appreciate that I may have the opportunity to help clean up this disaster, and to help limit the damage this mess is costing the many industries and their families who depend on our wetlands, beaches and the Gulf to make a living, while at the same time helping myself and my family survive. I have been considering going back to school one day to fufill my dream of becoming a Marine Biologist. I have tremendous love and respect of our oceans and the life that they sustain. This experience, while painful to watch, could be helpful in more ways than one in motivating me to fufill that dream. Regarding the time commitment-time is one thing I have too much of these days!
You have my application and resume. I will review the various links and articles regarding training, etc.on the website. I sincerely hope to be a part of your companies effort to make this work.
Regards,
Tracy Kasam

Good Evening Mr. Lombardo,
I am wanting to know if you know a little more information about the job; I am waiting anxiously to start helping out at this great need. The email said I would anticipate to hear from you or a Representative about this process would take 2 to 7 days for your company to be able to inform me of my specific job task and locations in which I will need to know. Listening daily; BP is taking great strides in their process and are making changes daily to try to alleviate the problem in this should I expect a longer hiring time process? What with all the buracratic foot dragging.. I see that other staffing companies are hiring by July 7.Is this due to their lack of “for sure” contract procurement?
